Education expenditure: 65% of PCs funds sent back to the Treasury?

The Ceylon Teachers’ Union (CTU) alleged that more than 65% of the funds allocated for education-related development activities through Provincial Councils (PC) this year (2025) are set to be returned to the Treasury.

Speaking to The Daily Morning, CTU President Priyantha Fernando said that although financial provisions had been allocated for development work in schools and other related institutions, most of these activities had not been carried out due to the absence of a proper implementation plan.

“It is through the PCs that most development activities, including school work, are carried out. But, when those activities are not implemented or completed, the unspent funds go back to the Treasury. Of the allocations made this year, more than 65% is to be returned to the Treasury in this way,” he claimed.

In Sri Lanka, schools are categorised under several types based on administrative control and the available facilities including national schools managed by the Central Government, and Provincial schools that fall under the respective PCs. Provincial schools, which make up the majority, rely on funds allocated through PCs for infrastructure development, maintenance, and educational resources.

The Secretary to the Education Ministry Nalaka Kaluwewa was unavailable for comment.
