India’s EAM Jaishankar pledges stronger ties with Sri Lanka during Colombo visit

India’s External Affairs Minister (EAM), S. Jaishankar, visited Colombo today (4), where he held discussions with top Sri Lankan leaders, reaffirming India’s commitment to deepening bilateral relations.


During his visit, Jaishankar called on President Anura Kumara Dissanayake, Prime Minister Harini Amarasuriya, and Minister of Foreign affairs Vijitha Herath. He also met former President Ranil Wickremesinghe and Leader of the Opposition Sajith Premadasa.


In his meeting with Minister Foreign minister Herath, Jaishankar highlighted India’s ‘Neighbourhood First’ policy and SAGAR (Security and Growth for All in the Region) outlook, emphasizing India’s ongoing development assistance to Sri Lanka. He announced that India would provide a $61.5 million grant to modernise the Kankesanthurai port and could convert payments for completed Line of Credit projects, worth $20 million, into a grant. Furthermore, India will gift 22 diesel locomotives to Sri Lanka.


During talks with President Dissanayake, EAM discussed ongoing initiatives in energy production, connectivity, health, and digital infrastructure. Jaishankar noted that these efforts would contribute to economic stability and offer new revenue streams for Sri Lanka. President Dissanayake expressed his appreciation for India’s economic support, particularly in the areas of renewable energy and tourism, and emphasized the importance of cooperation for Sri Lanka's prosperity.


Jaishankar also addressed India’s support for Sri Lanka’s debt restructuring process, recalling that India was the first to offer financing assurances, helping secure the International Monetary Fund (IMF) Extended Fund Facility (EFF). He assured Sri Lanka of India's continued support in the Official Creditors’ Committee and the expeditious conclusion of a bilateral Memorandum of Understanding (MoU).


On security matters, Jaishankar reiterated the close ties between India and Sri Lanka, emphasising the need for ongoing dialogue to promote trust and mutual understanding. President Dissanayake reaffirmed Sri Lanka’s commitment to ensuring its territory would not be used against India’s security interests.


Jaishankar raised concerns over the detention of Indian fishermen in Sri Lanka, calling for their early release and the return of their boats. He urged a humanitarian approach to address livelihood issues and welcomed the release of 50 Indian fishermen today.


The discussions also touched on Sri Lanka’s ethnic reconciliation process, with Jaishankar expressing India’s support for the aspirations of all communities, particularly Tamils. He urged the full implementation of the 13th Amendment and the early holding of Provincial Council elections.


Before concluding his visit, Jaishankar extended an invitation from Prime Minister Narendra Modi for President Dissanayake to visit India at a mutually convenient time.
