NCP education: CTU alleges pol. pressure against ‘disciplining’

The Ceylon Teachers' Union (CTU) has alleged that many disciplinary proceedings against certain teachers, principals, and education administrative officials in the North Central Province (NCP) are currently not being properly implemented due to political pressure.

Speaking to The Daily Morning, the CTU President Priyantha Fernando claimed that the disciplinary action against a principal, who was sentenced to five years of suspended imprisonment and fined Rs. 50,000 over the sexual abuse of a schoolgirl has come to a standstill due to political pressure. He said: "The NCP Education Department had forwarded the relevant files to the Provincial Council’s (PC) Chief Secretary, who is the disciplinary authority for principals. However, those files are now missing, and the principal is currently attached to a Zonal Education Office. The proper procedure would have been to suspend him and conduct a disciplinary inquiry." 

He also said that another official of the NCP Education Department, who was accused of financial fraud and document forgery, has been appointed to another position related to discipline under the instructions of the Provincial Governor. "The appointments should be made under the instructions of the Public Service Commission. Why should the Governor intervene in such matters? Several other disciplinary inquiries against teachers, principals, and administrative officials have been halted in this manner. We have even initiated legal action against the relevant authorities in relation to this issue."

When contacted by The Daily Morning, an Assistant Director of the NCP Education Department said that he was unaware of the issue and advised inquiring with the Provincial Education Director, who was not available at the office.
