- Seeks reforms for current structure and SOP

The Ministry of Home Affairs yesterday (30 June) said that it has implemented all possible measures to address the sectoral issues faced by Grama Niladharis, adding that it may take some time to reach a final resolution since there is a long procedure to be followed to grant relief.
Despite these efforts, the Grama Niladhari Trade Union Alliance (GNTUA) that is engaged in their work-to-rule campaign, said their efforts will continue.
The decision to persist with the trade union action follows an unproductive meeting with representatives of the Prime Minister held last week. The co-conveners of the GNTUA expressed their dissatisfaction with the outcome of the discussions, highlighting that their concerns remain unresolved.
"The decision to continue the work-to-rule campaign stems from several issues related to the constitution of Grama Niladhari services, not just the non-increase of allowances," said one of the co-conveners. The GNTUA has been vocal about the need for reforms within the Grama Niladhari services, emphasising that the current structure and operational protocols are inadequate to meet their demands and responsibilities.
When contacted by The Daily Morning yesterday, State Minister Ashoka Priyantha addressing the situation, stated:, "The Ministry has taken all possible steps to resolve the issues faced by the Grama Niladharis. We have engaged in numerous discussions and implemented measures to address their concerns. It is unfortunate that the GNTUA has decided to continue their work-to-rule campaign despite our efforts."
The Home Affairs Ministry reiterated its commitment to resolving the issues and urged the GNTUA to return to the negotiation table. "We remain open to further dialogue and are dedicated to finding a mutually agreeable solution. In certain areas, the officers have come to work despite the union action," stated Minister Priyantha.
The work-to-rule campaign has disrupted various administrative functions, as Grama Niladharis play a crucial role in local governance and community services. Their responsibilities include maintaining civil records, assisting in disaster management, and implementing government policies at the grassroots level. The continued trade union action has raised concerns about the impact on public services and the overall administrative efficiency.
