Estate workers to be given birth certificates

A programme is to be implemented to register estate workers who are currently not in possession of a birth certificate, The Morning learnt. Officials at the State Ministry of Estate Housing and Community Infrastructure told The Morning on Monday (5) that estate workers in the Nuwara Eliya District who do not possess a birth certificate would be registered through mobile registration vehicles this year. “Many workers do not have birth certificates because they have lost the initial notification of birth issued by the hospital. As such, we have requested a project proposal from the Registrar General’s Department to implement a mobile birth certificate registration programme focusing on the estate communities,” the official further said. Furthermore, the State Ministry had also requested the Registrar General’s Department to conduct a survey in the Nuwara Eliya District to determine as to how many estate workers are currently without a birth certificate. According to the Registrar General’s Department, 319,010 births were registered in 2019 while the average registration of births per year is approximately 330,000 to 350,000. The Department currently does not hold data on the number of births that are unregistered in Sri Lanka or the number of people without birth certificates. The Department currently records births that take place at home, in rural hospitals, in general hospitals, in private hospitals, in registered estates, and in foreign countries, as well as details pertaining to births that went unregistered at the time and on adopted children.
