New Bill to support people with disabilities

The Ministry of Justice plans to introduce a new Bill for the protection and benefit of the nearly 1.7 million persons with disabilities living in Sri Lanka at present, the Ministry announced in a press release yesterday (15). A meeting had been held towards this end yesterday with the representatives of the Disability Organisations Front and Minister of Justice, Prison Affairs, and Constitutional Reforms Dr. Wijayadasa Rajapakshe PC to discuss the drafting of a new Bill for the protection of people with disabilities and the current legal issues faced by said community, at the Ministry of Justice in Colombo. As certain flaws were identified with regard to a similar Bill prepared in 2019 to protect the rights of this community, discussions focused on bringing together all groups that represent those with disabilities in order to propose amendments that should be included in the new Bill. The representatives also requested the Minister of Justice to take the necessary steps to establish a Commission for their welfare to protect the rights of those with disabilities, the press release said. The Minister had stated that the new Bill should be prepared after obtaining the suggestions of all stakeholders. He also said that after obtaining proposals for the amendments needed to be made in the existing draft, a final draft should be prepared in consultation with all concerned parties. Discussions had also been held on updating the existing laws pertaining to persons with disabilities, while the talks also focused on the difficulties encountered when persons with disabilities visit courts. The representatives also requested the Minister to ensure the involvement of people with disabilities in the economic process, and to pay more attention to the community. The Minister of Justice stated that once the new Bill is passed, State institutions and the public should be made aware of the rights of those with disabilities.  Ministry of Justice Secretary Wasantha Perera, Additional Secretary Piumanthi Peiris, United Nations Development Programme representative Chandrika Karunaratne, and representatives of the Disability Organisations Front participated in the discussion.
